So the GOP didn’t think she’d win re-election and moved her somewhere safer.

Pretty much. She’s behind in polls in what is a traditionally pretty red district. People there are sick of her shit. Move her out and replace her with a more “sane” Republican then let her try her hand at the primary in another district.
