Just like how Winston Churchill personally funded the defence of Nazi war criminals, all because no one wanted to go and invade the USSR with him immediately after WW2. The US didn't encourage Russia to invade Ukraine, that was already their goal. Just like the US' invasions of Iraq and Afghanistan weren't motivated by others but their own desires.
