The bridge that the Romulans attacked does not exist and is not in construction. Granted, Star Trek is not real, but the contemporary episodes are at least intended to mirror reality.
I'm assuming Sera was generalizing when she said it had been 30 years, but it's entirely possible that I'm wrong.
