In Germany, you have to pass various basic aptitude tests and then undergo 2 to 2.5 years of education, training, and psychological tests. If you don't pass the final test, you won't be accepted into the service. In Germany, education and training is required before serving with a weapon, whereas in America any bully can work with a weapon in the near future.
