This is on the city/county responsible for not putting a protection or conservation order on the property.

No idea about US laws as I'm in the UK. But recently there was a historic pub called 'the crooked house' that was 'mysteriously set ablaze and then demolished within days'

The owners have been ordered to rebuild the property, EXACTLY as it was before they bought it... and suffered the unfortunate coincidence of it burning down within moments of buying the whole site.
