Theoretically, that might be their plan.
They could get their service federating, and then sell instances to potential admins who cant afford the hardware to deal with a threads spammed fediverse. They could rent out fediverse virtual servers on their physical servers just like Salesforce does(or now, AWS, servers, just like Salesforce does.)
Not a lawyer(Am a dev though). That might get them out of the legal responsibility to moderate content since it might fall to the instance admin to organize that.
Then they can have a twitter and reddit competitor that requires no content policing on their part. And they control the hardware and servers behind the scenes, so they get to insert ads and scrape all of the data.
They're trying a new strike strategy that plays the companies against one another. By rewarding companies when they play ball they can allow them to get a potential leg up on their compeition who maybe decided against a particular thing.
It allows the union to better pressure the companies and allows the union strike funds to go further. It's a novel approach, and is working so far. Hopefully it will bear fruit.
Elsewhere they have pointed out that the rotating strikes allow the still working members to inform on attempts to move production around the strikes, and move the strikes in kind.

Arguably DS9 too, since you have a similar situation ŵhere two women have critical roles on the station. The show even has at least one scene that shows that the test is flawed.
That scene being Worf's introduction to Kira and Jadzia, where Kira and Jadzia are talking about a relationship based situation for comedic effect.

The fact remains that those three characters are easily the three most critical and important character on the ship. Which is one of the primary flaws of the test. It doesn't test their agency. On that alone, the test is flawed and cannot accurately represent Voyager.
If you take Enterprise on the other hand, then that legitimately fails since there is a vulcan-human relationship so bad the character even talks about it with her future self.
