The whole point of window A/c is to hang outside the window so the waste/extracted heat is outside and not inside (as it would make the A/c unit useless.)

It sounds like a portable hose units your only option. (even thought they are less efficient than in window units)

Not all the heat is removed as the machinery of the A/c also get hot and radiates heat and all that cannot be remove by the hose. That is why the machinery for in widow units is physically outside the area you are trying to cool.

I am not American...

In my country all electoral boundaries are set by an independent body, the politicians have zero say in the matter.

That was the case where I live, it changed to an independent body 25 years ago. The difference is night and day.

Before the change the conservatives held 66% of the state seats with only 39% of the vote. The conservatives were in power continuously for 30 years.

    $100 says there is a series of emails sent by a sysadmin/DBA over the past couple months warning about this issue in explicit detail and its increasing urgency, that have been ignored.

    The person sending the emails will still get chewed out because they failed to make the higher ups realise this is a real problem.

    Any reasonable map would have at least 2 Black districts, so this case is explicitly about reversing gerrymandering by requiring another Black majority district.

    Any reasonable map would ignore the racial make-up of the population and just be based on equal population. But both sides of US politics like the gerrymandering as it gives them safe seats they don't have to worry about and it destroys any attempt by Non- R or D candidates from having a hope of election.
